The programmer download;

For NT or 2K, you'll also need to install the port driver;

  http://www.poehome.com:81/radio/port95nt.exe

The name implies its needed for 95 and NT, but it is not. For windows
9X, only the port handler dll is required, and is installed by
X2212setup.

The app is pretty simple to use. You still have to use niles to make
the rom image file. I've just tested it on a few image files with no
evident problems.
